Terms of use
Questions about this policy? Email contact@
These Terms of Use (the "Terms") govern your access to and use of the website located at www.govarrow.com (the "Website"), which is operated by GovArrow ("we," "us," or "our"). The Website is the informational website of GovArrow, a recruitment and executive search firm serving government and public sector employers across the United States.
These Terms are effective as of November 5, 2026.
Please read these Terms carefully before you use the Website. By accessing, browsing, or otherwise using the Website, you acknowledge that you have read and understood these Terms and that you agree to be bound by them. If you do not agree to these Terms, you must not access or use the Website.
About these terms of use
These Terms of Use constitute a legally binding agreement between you and GovArrow concerning your use of the Website. In these Terms, "you" and "your" refer to the individual accessing the Website and, where that individual acts on behalf of an organization, to that organization as well. If you use the Website on behalf of an employer, a client, or another entity, you represent that you have the authority to bind that entity to these Terms, and the entity accepts them through your use.
Certain dealings between you and GovArrow may be subject to additional written terms, such as a signed search engagement agreement or a confidentiality undertaking entered into in connection with a specific assignment. Where a separate signed agreement applies, that agreement will prevail over these Terms to the extent of any conflict. These Terms otherwise continue to govern your use of the Website itself.

Acceptance of these terms
By using the Website, you accept these Terms in full. Your acceptance takes effect from the first moment you access the Website and continues for as long as you use it. This acceptance forms the agreement between you and GovArrow described throughout these Terms, and it applies whether you simply browse the Website or submit an inquiry through one of its forms.
By using the Website, you represent and warrant that your use of the Website does not violate any applicable law or regulation.
Changes to these terms
We may revise these Terms from time to time at our discretion. When we make changes, we will post the revised Terms on the Website and update the effective date shown at the top of this page. The date of the most recent revision controls which version of the Terms applies to your use of the Website from that date forward.
Your continued use of the Website after revised Terms are posted constitutes your acceptance of the changes. We encourage you to review this page periodically, particularly before submitting an inquiry or a request for a proposal, so that the version you accept is the version then in effect.
Purpose and scope of the Website
The Website provides general information about GovArrow, about our executive search and recruitment services for government and public sector employers, and about our approach to public sector hiring. It includes forms through which visitors may send inquiries and requests for proposals to our team. The Website is a communication channel and an information resource, not a contracting mechanism.
All content on the Website is general information. It is provided for informational purposes only and does not constitute professional, legal, financial, or employment advice. You should not rely on Website content as a substitute for advice tailored to your circumstances, and you should obtain appropriate professional advice before acting on anything you read here.
The Website is intended principally for organizational users, such as hiring executives, human resources and talent leaders, program directors, and boards in government and the broader public sector. Executives, managers, and specialists considering public service careers may also use the Website to learn about our work and to contact us.
Permitted use of the Website
We grant you a limited, non-exclusive, non-transferable, and revocable permission to access and use the Website for its intended informational purposes. You may read our content, learn about our services, and submit inquiries or requests for proposals through the forms we provide. Any use beyond these purposes requires our prior written consent.
When using the Website, you must comply with these Terms and with all applicable law and regulation. Your permission to use the Website ends automatically if you breach any provision of these Terms, and we may suspend or restrict access where we reasonably believe a breach has occurred.
Prohibited uses
To protect the Website, its visitors, and GovArrow, you must not engage in any of the following activities when you access or use the Website.
Unlawful or fraudulent activity
You must not use the Website for any purpose that is unlawful, fraudulent, or prohibited by these Terms, including any activity that would violate applicable law in any relevant jurisdiction.
Harassment and harmful conduct
You must not use the Website to harass, threaten, defame, or harm any person, and any form of harassment directed at our staff, clients, candidates, or other visitors is prohibited.
Interference with the Website
You must not introduce viruses, malicious code, or other harmful material, attempt to gain unauthorized access to the Website or its underlying systems, or take any action that disrupts the Website or degrades the experience of other visitors.
Misrepresentation of identity or affiliation
You must not impersonate another person or organization, misrepresent your identity, or falsely claim an affiliation with GovArrow, with a government agency, or with any other entity when using the Website or its forms.
Automated access and data extraction
You must not use robots, scrapers, or similar automated means to access the Website, extract its content, or collect information about other visitors without our prior written permission.
Intellectual property rights
The Website and its entire contents, features, and functionality are owned by GovArrow, its licensors, or other providers of such material. They are protected by United States and international copyright, trademark, and other intellectual property rights and laws.
Our ownership of Website content
All text, graphics, logos, page layouts, and other material on the Website are the property of GovArrow or our licensors. The intellectual property rights in the Website and its content remain with us or our licensors at all times, and no provision of these Terms transfers any ownership interest to you.
The articles, service descriptions, and explanatory text published on the Website are original works protected by copyright, and the arrangement and compilation of content on the Website are themselves protected. You acquire no intellectual property rights in any of this material by accessing it.
Limited permission to view and use content
You may view the Website and print or download a reasonable number of copies of its pages for your own internal, non-commercial reference. For example, you may print a service description to share with colleagues who are evaluating recruitment partners. Any other reproduction, distribution, modification, or public display of Website content requires our prior written consent.
If you breach this section, your permission to use the Website terminates immediately, and you must destroy any copies of Website content in your possession. We reserve all intellectual property rights not expressly granted in these Terms.
Trademarks of GovArrow
The GovArrow name, the GovArrow logo, and related names and marks displayed on the Website are trademarks of GovArrow. You may not use these marks without our prior written permission. All other names, logos, and marks appearing on the Website are the property of their respective owners, and nothing on the Website grants you any right to use them.
Reporting claims of infringement
We respect the intellectual property rights of others and expect Website visitors to do the same. If you believe that any content on the Website infringes a copyright or other intellectual property right that you own or control, please notify us by email at contact@
govarrow.com with a description of the work you claim has been infringed and the location of the material on the Website.
Information you submit through the Website
The Website includes forms through which you may contact GovArrow. This section explains how we treat those submissions and what we ask of you when you make them.
Inquiries and proposal requests
You may use the forms on the Website to send us general inquiries and requests for proposals. Submitting a form does not create a contract, an engagement, or any obligation on the part of GovArrow to respond, to provide services, or to accept any proposed terms. Any engagement between you and GovArrow will arise only from a separate written agreement signed by both parties.
Your responsibility for accurate submissions
You are responsible for the accuracy, completeness, and lawfulness of everything you submit through the Website. You must not submit information that is false, misleading, or infringing, and you must not submit confidential information belonging to a third party without authorization. For example, you should not include another organization's confidential salary data or personal information about identifiable individuals in a form submission.
How we may use your submissions
By submitting information through the Website, you grant GovArrow permission to use that information to evaluate and respond to your inquiry and to operate our business in the ordinary course. For example, we may use your submission to prepare a proposal or to contact you about your request. Our handling of personal information is described in our Privacy Policy.
No employment relationship or engagement
Your use of the Website does not create an employment relationship, an agency relationship, a partnership, or a client relationship between you and GovArrow. This applies equally to organizations considering our services and to individuals interested in public service careers.
No job offer or candidate relationship
Nothing on the Website constitutes a job offer, a promise of employment, or a commitment to represent you as a candidate. Reading about our executive search work or contacting us through a form does not place you in any search or create a candidate relationship with the firm. Any candidate relationship arises only through direct communication and mutual agreement with our team, and any offer of employment would come from the hiring organization under its own process and documentation.
No client engagement formed by Website use
Submitting an inquiry or a request for a proposal does not engage GovArrow, and no client relationship is formed until a written engagement agreement has been signed by both parties. Until that point, GovArrow has no obligation to perform services, to keep your organization on any list of prospective clients, or to refrain from working with other organizations, including organizations you may regard as competitors.
No employment or service outcome guarantee
GovArrow does not guarantee that use of the Website will lead to employment, an interview, an appointment, or any particular hiring outcome. Content on the Website describes our services and approach in general terms. It is not a representation that any specific result will be achieved in any specific search, and no statement on the Website should be read as a promise of a particular outcome.
Third-party links and content
The Website may contain links to websites, resources, or content provided by third parties. These links are provided for convenience only. For example, we may reference a public resource that we believe is useful to organizations involved in public sector hiring.
We do not control and are not responsible for the content, accuracy, privacy practices, or availability of third-party websites. A link does not imply endorsement by GovArrow of the linked site or of any product, service, or opinion expressed there. Your use of any third-party website is at your own risk and subject to the terms and policies of that site.
Disclaimers
Your use of the Website is at your sole risk. This section sets out important disclaimers that form part of the agreement between you and GovArrow, and we ask that you read it carefully.
Website content provided as is
The Website and all content on it are provided on an "as is" and "as available" basis, without warranties of any kind, whether express or implied. To the fullest extent permitted by applicable law, GovArrow disclaims all implied warranties, including implied warranties of merchantability, fitness for a particular purpose, and non-infringement.
We do not warrant that the Website will be uninterrupted, error-free, secure, or free of viruses or other harmful components. The Website may be temporarily unavailable during maintenance, and content may become outdated before we update it. We make no warranty that Website content is complete, accurate, or current at any particular time.
No advice through the Website
Nothing on the Website constitutes legal, financial, human resources, or other professional advice. General information about government recruitment, executive search, or public sector hiring is provided in the interest of transparency about how we work. It should not be relied upon as advice for a specific decision, and GovArrow accepts no responsibility for actions taken in reliance on Website content.
Limitation of liability
To the fullest extent permitted by applicable law, this section limits the liability of GovArrow arising out of or relating to your use of the Website. These limitations are a fundamental part of the agreement between you and GovArrow and apply regardless of the legal theory on which a claim is based.
Categories of damages we exclude
To the fullest extent permitted by law, GovArrow, its officers, employees, and agents will not be liable for any indirect, incidental, special, consequential, or punitive damages, or for any loss of profits, revenue, data, goodwill, or business opportunity, arising out of or in connection with your use of, or inability to use, the Website or its content. For example, GovArrow will not be liable for losses you attribute to a decision made in reliance on general information published on the Website.
Limitations under applicable law
Some jurisdictions do not allow the exclusion of certain warranties or the limitation of liability for certain categories of damages. In those jurisdictions, the exclusions and limitations in these Terms apply only to the extent permitted by applicable law, and the liability of GovArrow is limited to the maximum extent the law allows. Nothing in these Terms excludes liability that cannot be excluded under applicable law.
Indemnification
You agree to defend, indemnify, and hold harmless GovArrow, its officers, employees, and agents from and against any claims, liabilities, damages, losses, and expenses, including reasonable legal fees, arising out of or relating to your violation of these Terms, your misuse of the Website, or your violation of any law or the rights of any third party in connection with your use of the Website.
Access from outside the United States
If you access the Website from outside the United States, you do so at your own initiative and are responsible for compliance with the laws of your jurisdiction to the extent they apply.
General provisions
The provisions in this section are standard elements of the agreement between you and GovArrow. They determine how these Terms operate as a whole and how they are interpreted.
Entire agreement
These Terms, together with any policy expressly incorporated by reference, constitute the entire agreement between you and GovArrow concerning the Website and supersede all prior or contemporaneous communications about your use of the Website.
Severability
If any provision of these Terms is held to be invalid, unlawful, or unenforceable by a court of competent jurisdiction, that provision will be enforced to the maximum extent permissible, and the remaining provisions of these Terms will continue in full force and effect.
No waiver
No failure or delay by GovArrow in exercising any right under these Terms operates as a waiver of that right, and no single or partial exercise of a right precludes any further exercise of that right or any other right under these Terms.
Assignment
You may not assign or transfer your rights or obligations under these Terms without our prior written consent. GovArrow may assign its rights and obligations under these Terms without restriction, including in connection with a merger, reorganization, or sale of assets.
Access through mobile devices
The Website is designed to be accessible through standard web browsers on desktop and mobile devices, and these Terms apply to the Website regardless of the device you use to access it.
